I wrote my precinct chair because I wanted to arrange some type of event to gain more exposure in my neighborhood. Maybe a barbecue or something or a meet and greet. This is what I got back

"Since this precinct is predominantly democratic and has been for many many years, I have never had a great push to make it otherwise.Local, state and federal elections have always went to the favor of the democrats at least in this precinct. I used to do block walks until my health would not let me anymore. I really don't know what to tell you, or who to direct you to other than contacting the county party office. Have a blessed day!"

I wouldn't be so quick to judge him as a washout. It is tough for someone to fight and fight for years to try to change a district and accomplish nothing. I think it is probably for him to step down, but I don't think putting him out to "pasture" is fair. He probably knows a lot of people who can be helpful, but he's probably looking for more than one great idea. I think if you figured out what exactly you wanted to do, came up with a small budget - food, a few decorations, talk to some of the local elected republicans (if there are any) and see if they will commit, and then put the plan into action and see what happens. Perhaps the a local group can give you some funding, if not keep it cheap (hotdogs are the cheapest) and see how many people you get! Maybe the precinct chair just needs to be shown that your desire and motivation are genuine and he'll come alive again.

Then again he could be worn out, in that case taking this initiative might show him that there is a new generation ready to take charge.
